ASF accounting to change

Following former treasurer Jose Barba’s conviction for embezzling funds from the Associated Student Federation (ASF) Forum, as well as a variety of past incidents, the Forum has implemented two changes in its accounting procedures.

Cash advances will no longer be allowed to members and signatures from both ASF advisers, Don Morel and Melissa Jaunal, will be required for all financial allocations.

In 1991, ASF was under investigation for suspected insurance fraud following the theft of a new computer system. An investigation into the insurance claim filed by then-president Nancy Adams revealed that budget procedures were violated on a number of occasions, as receipts used to document expenditures were missing and the Forum was not audited. According to the October 18, 1991, issue of the Campus Times, “After careful scrutiny of bank statements and cancelled checks, what emerged is a picture of carelessness and confusion, and above all, a lack of accountability.”

Two years earlier, in 1989, ASF admitted it was not following the correcting accounting procedures. Then-president Joe Fengler told the Campus Times, “We weren’t doing it properly. We weren’t necessarily breaking the law, we just were not practicing normal accounting procedures.”

In both instances, the Forum changed billing procedures, intending to create more checks and balances for its members.
